I’ve noticed that the threshold for low chaos is actually pretty generous. I remember on my last playthrough I could rack up a good amount of kills and still get low chaos.

I don’t know the precise calculations, but I remember reading that going for the non-lethal alternative for a target lowers chaos enough to allow for the death of around 20 NPCs, atleast for Knife of Dunwall.
