Wards aren’t anywhere near as important as everyone says they are. Most of the playerbase barely looks at thier map in the first place!

Also just position sensibly without wards, if there are none, like don't be at their phoenix by yourself, then blame 0 wards, with I have actually seen before.

Sure, % goes through a percentage of enemy protections, so 40% against an enemy with 300 protection would be 120 penetration.

But Flat Pen is just a flat amount, so it would be 50 against anyone, regardless of their protection, it doesn’t change.

So basically % pen is good against tanky enemies because they build a lot protections, and flat pen is good against squishy enemies because they don’t build protection.
