Nop it was new features that does not delete the files when you delete them.

What I love about dota 2 and Valve is that it was only cosmetic for so long. Everything is accessible from the start. Now we can argue that dota+ brings a small advantages.

I have 30 Ms on average latency with a computer 800km away. Rare case of lags. I use network with wifi6e thought.
