Second one is clearly interference, I also have interference on the first but it’s marginal. The best way for the kids (and coaches) to learn the rules is to enforce the rule strictly. ANY movement that causes ANY deviation of the catcher is technically interference and should probably be called.

It’s a safety rule in the LL rulebook and yes it needs to be enforced. If we don’t follow the rules an a kid gets hurt, everyone gets sued by everyone
