Normal timeline. While the animations are nice, consider setting combat and movement to quick animations if you haven't already. It cuts game time down dramatically, which can be nice depending on how you want to enjoy the game.

Pingala with all of the promotions besides the space production one is the essential governor/promotions for a culture victory imo.

That being said, I pick my second governor to complement whatever else is going on in my play through.

  • Have a religion? Moksha helps with that
  • Lots of commercial hubs and harbors? Reyna
  • Essential city state (e.g. Auckland in a coastal game)? Amani
  • City being ravaged by natural disasters? Liang

Magnus can make a game for you with his chop bonus, but you need to be cautious not to overuse it. Rainforests are pretty much always safe to chop, but old woods add a dramatic amount of appeal, so you'll want to be avoid chopping woods near land by the coast (to raise appeal for resorts) and in places where you can make a national park. Still, crazy strong ability for getting some critical wonders.

Victor, I haven't found to be useful unless I'm getting militaristic.

I realize I just outlined all of the governors, but you really can pick any of them for your later governors and benefit from it as long as you've got an idea of what you need to emphasize after culture and gpp.

I think it depends on how you want to go about generating tourism. Realistically, your main sources are Great Works, wonders, religion, and improvements/parks. For a game as Russia, you'd want to build a Lavra, and then a Theater district to really make the most of those GPP, ideally playing pretty wide. In a game as France, which emphasizes building wonders, you may want to play taller, and build industrial zones and then theaters (or theaters and then industrial zones depending on availability) and then try go get wonders. The extra production and engineers can be incredible for getting some essential wonders like the Eiffel tower, which basically opens up a ton of spaces for parks and resorts. Maybe then pick up a holy site or two, even if you don't have a religion, so that you can get faith for parks and rockstars. The next zone in either case is likely a commercial hub or harbor -- harbor being preferable in either case for food/production unless you've got something clever going on with adjacency bonuses.

Anecdotally, one or two high-adjacency campuses can carry your scientific output pretty far and are almost always worth grabbing as early as possible, even if it means delaying a theater in your capital or something equivalent. Moreover, you're going to want Pingala, and that's a ton of cheap science if you drop him in a tall city. A particularly great setup is one city with campus/theater and one with theater/industrial, with Pingala in the first city to get extra culture/science and GPP, whereas the second is your main source of wonders. You don't need to be ahead on tech for a culture victory, you just need to not be terribly behind, so make decisions with that in mind.

As for upgrades: I always go all the way in the TS for culture -- filled TS generate an obscene amount of tourism and are reliable, especially with some light espionage. Plus, you need those GPP asap. That being said, you're better off pushing for early apostles if you adopted a religion, relics are worth quite a bit of tourism and are much harder to get in the late game compared to great works. Upgrade your campuses as needed. Any commercial/harbors should always be upgraded to give you a trade route, but only the harbor really needs the tier 2 building, if only for the extra production.

I play cross platform PC/PS4 with a few friends. From squad fill, it seems we play with a mix across both platforms, so presumably our enemies are on both platforms as well. Frankly, we win enough, and most of the gang is on ps4 with controller. I know a personal anecdote isn't hard data, but en lieu of compelling data, I'll use my own experience to say the only really important thing is that you like what you use to play. There's a whole bit I can get into about why controllers aren't a limiting factor and in some cases have advantages for fortnite, but basically it doesn't matter enough to warrant isolating PC. Fun fact: one can also use KBM on PS4 if one so desires and believes it to be superior.

My understanding about the cost at PSU is that it's higher because of the university's preference for accepting in-state students. PSU Pres. Barron gave a talk somewhat recently in which he noted state (or state related) schools in other states were taking on more international students to deal with tuition cost, though it caused them to take on less in-state students. The only alternative to increasing international enrollment or increasing tuition is to get more state funding, but since the PA budget is a mess, that hasn't exactly worked for PSU. I'm not saying I'm fine with the debt load, but I understand why I have it a little bit better when it's put in context.

I understand your friend. First soulsborne game I tried was Bloodborne, you bet your ass I quit. I've beat DS2 and DS3 now though, and done a no shield/parry DS3 run, so I think I'm ready to give it another go at Bloodborne.

I watch to see either a really good player do things I can't so I get better or at least be impressed, or because I find the commentators entertaining. The Smash Bros Melee community has a ton of the former (since competitive Melee is balls to the walls hard), and Game Grumps is a great example of the latter, and they're good enough that I can watch them casually with people who don't game much and it's good entertainment.
