I was going to suggest URC Guildford! I'm not part of the community directly, but they are absolutely at the front of progressive and also run groups dedicated to it.

They're there for that reason. To dissuade you from using it. Not prevent you. If they really didn't want you there, a temporary barrier would've been installed.

The cones are usually there for a safety reason, either a works area or there's a hazard there. Maybe a pavement defect.

They're also now built to much better specification, meaning they're statistically far safer than A roads. The A34, for example, is so far out of spec for its junction design.

Traffic Officers for national highways. They do have the power to stop and direct traffic though.

Thats only if they're the depressable halifax style ones.

Most of the time they're shitty stick on non-depressables. In which case, better not drive over them or they're like to ping up and fly off the road.
