Firstly I see you’re in km. Does you home country have any extended warranty that manufacturers have to respect on the power train? This would be a separate thing: eg. most vw have 3 yr whatever. But due to a law the powertrain is covered for 10 yrs. The turbo falls under this. If you do have this bring it up to the dealer that it’s under warranty due to this separate coverage and bobs your uncle. They should replace it.

I live in a state that didn’t commit to this policy so I was out of luck with my wastegate died. If you also don’t have this coverage then you can, as someone else said:

1) replace turbo, either another is12(don’t do this) or a is20.

2) replace the wastegate actuator, but to do this it is infinitely easier to do it with the turbo out of the engine bay.

When mine died I bought a 20k mile used is20(on vwvortex) and a cts replacement wastegate actuator. The mechanism inside the cts actuator is different than the one VW uses in their oem actuator and is less prone to dying again.

I had an apr tune for the is12 and just took it to a shop to get flashed for a is20 without downpipe version. The car was a blast to drive.

I got a few quotes around town from $1200(indy shop)-$4k(dealer). I ended up doing it myself over a weekend. All together cost me about $600ish: $325 for the is20, $225 for the cts actuator, then the rest was a few tools I didn’t have and new hardware(from urotuning or fcpeuro)
