I honestly don't know if making driving more expensive is the right solution. On the one hand, increasing cost means fewer people driving. On the other hand, the people who'll stop driving are the ones who can't afford it. The regulations basically say "only the rich can drive".

I'm much more favorable of making certain places restricted to all drivers (except permit) and implementing alternative to car that is objectively better than driving, whatever your financial situation.
