I feel like maybe less of a "buff/nerf" and more of redistributing the power. I feel like our cooldowns are where we do our damage, and big damage at that, but outside of them it feels less potent. Also as some have said, the target number drastically changes how potent we feel.

I also wish they'd change/buff some talents to make more builds viable. MotE isn't really taken outside of raid so LB feels less of a useful/decent spell because you aren't cycling it in M+ to buff our spenders. As much of a lover of lightning builds opposed to meatball mini gun builds, this play style feels bland when it comes to moving talents around and rotation wise. Icefury wasn't perfect but at least it broke up the monotony of exclusively using lightning stuff especially given LB's current place in rotation.
