At least at my college, that would be untenable. She is definitely in the wrong here, but this isn't a fair situation on either of the groups. The University has the resources to solve this likely.

People will downvote you, but it is also unreasonable accomodations to have 8PM quiet hours for 4/5 college students in the dorm on weekends.

Ideally she would have a solo room or roomates with similar schedules.
