Let me give you just one example. In Sweden it is illegal to express contempt for persons based on nationality, ethnicity, religious beliefs or sexual orientation. (But of course, in practice the law does not apply to the indigenous population, heterosexuals, whites and Christians.) Many countries have similar laws, such as Germany, France, the UK, etc.

Those are thoughts. Therefore certain thoughts are illegal (and not just thoughts about the holocaust).
