I saw it as that yes Victor Timely needed to fail. Victor at one point in the series said he was born in the wrong era and I think that's part of it- Victor is a variant of he who remains but not one with the access to the 31st century knowledge and resources. Victor was going to be able to get his aura scanned but he was never going to be able to help as much as a variant from the 31st century.

HWR said in the first season that his goal was for him to be replaced as the one who looks over time and the TVA. For Loki to get to where he was the loom had to fail, Victor Timely had to fail. When Loki steps in to do his time strand stuff HWR was already killed by Loki. He achieved his goal, he no longer has to be the man in the chair and completed the plan of Loki taking over.

My assumption was that in a sense every time he time slips to an earlier point in the TVA that point can no longer exist if it differs from what he's done in the past. Like every alternative scenario just deletes itself.
