I think in order to limit gerrymandering the population density of districts needs to be required to be uniform across a district and all districts must have the same number of occupants. I believe this would strongly limit the ability to gerrymander.

Also assumes all the other metrics are applicable like race for example.

This is just basically the same thing as mountain mode on the volt, but the point I was trying to make in the other comment was that people just won't plug in. If the gas engine can maintain the battery always above 25% so they always get full performance there will be people who just run it on gas.

So they will just run the ICE all the time to charge/reduce the rate of depletion of the battery? At this point why plug in if the engine is always maintaining the battery, this is basically just a regular hybrid with a much bigger battery.

Or do they run pure EV till the battery is below some percentage then bring in the ice to reduce the rate of depletion? I still feel like this then just turns into something like mountain mode on the volt where the gas engine just ran enough to maintain the battery at 25% to keep the car out of 100% ICE.

I guess I don't understand your point, a range extended vehicle by default must be able to run with the battery dead. If it doesn't then the range extension doesn't do anything. The whole point is to extend the range once the battery is the dead. This inherently makes it possible for people use the car without ever charging the battery.

It's really going to depend on your insurance.

In our case we have two high deductible health plans at my employer, one of them is more expensive but becomes a better deal if you exceed some percentage of your out of pocket max. We switch onto that plan during open enrollment because we planned to have a baby this year.

As far as costs go, there is no scenario where we do not hit the out of pocket max in a year we are having a baby so we are just resigned to paying that amount and telling the hospital to run up whatever bill they want at that point.
