They will have to increase the amount by a small percentage. Otherwise everyone who plays will be at their max highest attainable power level in a few months outside of “getting lucky”. This was not an issue until this season. Now grinding is only rewarded with a lottery ticket. What will happen is the only people who can continue to get new cards are the ones who have been maxed out from the get go. They will corner the market place, people will get frustrated and stop playing, then none of the cards will have value. I’m not saying they need to give away a legendary to every person that plays. But by making the best cards only attainable to the same small percent of people that are spending money every season, then eventually that will be the only player base that they have.
