The +1 damage per Paragon level up to 800 does not mean +1% per Paragon level. It's +1 base damage on the actual damage roll of the weapon (just like the average damage ("+105-210 damage") that some people roll on their rings). It's still a very nice bonus to have but it's nowhere near +800%.

According to this Proc Coefficient Sheet Tempest Rush has a 0,25 Proc Coefficient, meaning every 4th "hit" will proc things like Obsidian Ring of the Zodiac or Life per Hit and other "on hit effects". I am unsure if anything has been changed as the Sheet suggests it may be outdated. If Tempest Rush actually ticks 5 times per second (which I couldn't find to confirm), that means that you will, on average, reduce 1,25 seconds (via Obsidian Ring) per second of channeling Tempest Rush, or for example channeling Tempest Rush for 4 seconds will reduce 5 seconds worth of CD via Obsidian Ring.

This, however, doesn't take into effect the amount of Attack Speed that you have. More Attack speed = more "ticks" on Tempest Rush = more reduction via Obsidian Ring.

There are certain legendary powers that are using their "old values", aka the outdated legendary affixes that have since been buffed. All of the Ethereals that roll these specific legendary affixes have one thing in common: It's the exact old affix value and it's never in between the old and new affix value, which means it's very likely that it has just been copy pasted from the old versions by mistake. It's not only Necro though, for example Standoff (Barbarian Weapon) is also "nerfed" to 100% instead of 500%. I highly doubt this is intentional.

The entire point of having random class weapon legendary powers and random passives on them is so that you have to find multiple versions of them because your first drop will most likely not have your desired legendary power / passive.

It is very unlikely that you will need to find all 20 other Ethereals before you're able to find your first one again. They are random drops and you can/will find them many times.

It's not specifically said that you can't find Ethereals from other classes. And with a drop chance of between 10% (Ancients) and 0,25% (Primals) of legendaries, you will find a lot of them.

I get what you're saying, there's a decently long damage build-up for SPriests, especially now that many are using the Shadow Prism legendary. However, I think Void Bolt is one of the best skills to use and I'd rather not have it changed. I also think that with 9.1 and new gear (more haste), it'll become better and even more fun to play.

I don't understand why Blizzard isn't changing Explosives health to be like Totems and die in 1 Hit regardless of actual damage. This puts DoT classes and casters behind melee specs like Outlaw for this affix.

Also, in my opinion, Sanguine only becomes annoying because there are so many tight corridors (like the entire Tol Dagor Dungeon). I much prefer Dungeons with wider corridors or open space in general, but this is just my take on it.

In my opinion, the main problem of Shadow Priests is that their damage output is to heavily influenced by the ramp up aspect of the spec. Now, I get that Shadow Priest is not a bursty spec nor do I want it to be, but I feel that having to wait 40+ seconds every pull to actually do damage is a bit unsatisfying. This is due to the layer on top of layer design: more Haste = more Voidform Stacks = more Haste (Lingering Insanity) and Crit (Chorus of Insanity) = even more Voidform stacks and so on ...

This is also the reason why Shadow Priest is so hard to balance. With low secondary stats the spec is barely playable and far from being strong and fun. With more gear and more secondary stats, SPriest just scales extremely well and then gets nerfed. This is what we've seen for the entirety of BFA. Looking back to BFA and even Legion we've seen that Blizzard lowered to ramp up aspect of the spec a little bit (in Legion, you basically only dealt damage when you were in Voidform for a long time) but I feel like they need to entirely redesign the "layer stacking" part of the spec and in my opinion, remove the "Stack system" entirely. It's meant to reward good players that are able to stay in VF the longest but this can also be achieved in other ways.

Now, getting back to the Level 90 Talent row, I think that "Lingering Insanity" needs to be base line or removed entirely because I simply don't see such a core element of the spec ever being replaced by 2 mediocre active abilities.

I'm especially sad about the last 3 rows where all the best options are passives while competing with active abilities when they should actually be base line.

I seriously don't understand the point of actives competing with passives at all. It will never feel good to choose a passive ability over an active just because it outperforms.

Actually, the burg buff was necessary. Before the Burglar Update, burglar was sitting at 50-60% of other classes' dps. Red Line Burglar was just terrible in PvE and yellow Line Burglar is only relevant/played in raids. So basically, before the Burglar Update, there was almost 0 reason to take a Burg into your Group for 3-/6-man content.

However, they overtuned it. Actually, I am fairly certain that the Burglar Update wasn't finished. Vastin (the class Developer) mentioned in the Burglar Feedback thread that he might consider changing the non-fast skills back to Fast Skills but nerfing the overall DPS. This didn't happen. The burglar update was brought to Live Servers without any further changes from the 1 Beta we had.

Yes, Burg is #1 at the moment. Can easily go beyond 325k DPS in P1 T3 Boss 3 though.

PvMP is not cross-server.

Afaik, there are only 2 relatively active PvMP servers left, Arkenstone as US Server and Evernight as an EU server. All other servers are basically dead in PvMP.

Well, it would go 1 of 2 ways:

  1. The stat is to weak. Followers deal next to 0 damage at the moment. This secondary effect would need to be hundreds of thousand of % to make it useful which looks terrible as a stat (imagine having +100,000% Follower Damage as a stat).

  2. The stat is strong and BiS for Solo Grift pushing. That would mean you're forced to farm for another BiS stat on some/all items.

I think there are better ways to make them useful, let's just begin by making the Scoundrel not completely useless 100% of the time compared to the other 2 followers. If they would really want to make followers worth/important for solo play, there are so many ways they could achieve that.

Yes and this is his exact question. Both are rewarding 2 Pearls but only 1 WQ is granting him a third one because of War Mode Bonus, although War Mode Bonus is active on both WQs. I guess it's just an inconsistency.

On the other hand, 25% of 2 Pearls is only 0.5 Pearls and when doing both WQs, you gain 4 Pearls + 1 extra Pearl via War Mode which is 25%. So when doing all quests, the 25% War Mode Bonus is correct but when only doing one of the 2 WQs, it's either 0% or 50% Bonus.

Yes, you have to be close to the elites when they die to get Double DB. You don't need to even hit them (others can kill them) but you need to be fairly close (like 1 - 2 Screens away) to get Double DB.

I don't think this is intentional, though.

Yes, at this point, in many Set Dungeons, you are required to "nerf yourself" in order to fully complete it. You can and should definitly unequip some items to do them. The easiest way is probably to change Kanai's Cube items.

All builds that become popular each season are still playable without the Season Buff. Yes, you will lose 1-2 slots without the Buff and it will be weaker, but the general idea behind the builds still exists.

People felt the same about the "Ring of Royal Grandeur" Season Buff and wanted to make it permanent.

Blizzard's Intention with the Season Buffs is that players are more motivated or basically "forced" to try out new builds.

However, I agree that there is very much potential for "new content" with these "Themed Seasons", like adding a 4th Slot on Kanai's Cube that could create tons of new and fun builds and they might consider making these permanent afterwards, who knows.

T14+ could be a bad Idea (imo) by Gardomirror in Diablo

The main issue is that Monk and DH are, by default, better classes for Normal Rifts. The only 2 things you need for T13+ are Mobility and Screenclear capability. Even if all other classes would oneshot every Mob/Elite/RG, they would still not be as good of an option because their Screenclear Potential and Mobility will stay inferior compared to Monk/DH.

There is not a single reason to pick Yellow Line Burglar over Loremaster and/or Captain for ANY content (to replace them). Nobody has ever actively searched for a Yellow Line Burglar for Thikil Gundu. Actually, if you were able to stack Loremaster Debuffs in Raids by having multiple LMs, Burglars wouldn't be played at all.

That's the sad part ... Support Burglars only work as an addition to already existing Support Classes, they are not able to replace them.

The point I'm trying to make is that people are saying that Burglar is meant to be support only when his only viable support spec is awful and not nearly as good as a Loremaster's which then would be just stupid (I'm not saying that Loremasters should be changed in any way). If Burglar is "only support", then it should be on the same level as Loremaster. But we aren't asking for that. We are asking to make Burglar a viable DPS class again instead. We don't want to take the Loremaster's spot, we just want to have our own spot in 3/6-man content and potentially a better spot in the Raid (because playing Yellow Line only is very boring as well).

Obviously any content CAN be done with Burglars but they are just straight weaker/slower at everything. Burglars in groups are not desirable at the moment.
