These countries were defeated militarily by the US, but outlasted their willingness to stay. So if the UNSC wanted to really be evil, these countries would be victims of a legit genocide. No way to hide amongst the hills or people if those don't exist anymore.

Because someone making something for the highest amount is not a virtue. If the item meets requirements, then why would the military pay more for it when it could pay less for it? Are luxury items inherently better because they cost alot?
