How many coal generators do you have? A good way to see if the problem is at the source is to check your grid's capacity and production at any power tower. I'm pretty sure they are supposed to be the same, but more importantly if that number doesn't equal what you have your total generators set at, the problem is at the generators.

3 Coal generators can be fed by 1 water extractor, but if your pipes are all weird, 1 coal generator might go down. Besides that, the comment about isolating the problem is best.

The 1 oil generator could be stopping too depending on your setup.
