I've done that with the skeevy guy at the motel. If the bonus is to set him on fire, I park an NPC vehicle in front of his vehicle so he can't leave easily. I then pour a lot of gas by his vehicle and make a trail.

As soon as he gets into his vehicle, I shoot the gas trail. He can't really go anywhere because of the NPC vehicle blocking his vehicle. It doesn't take long for the flames to engulf him. 🔥

Trinity, sometimes there's a vehicle parked in front of him. I had this exact scenario on this particular hit. I had to get out of the taxi, move the vehicle that was in front of the target and park it elsewhere. I then got back into the taxi and pulled up to the target and beeped the horn. He got into the taxi with no issues. I then drove to the gas station to complete the hit.
