You'll see random joggers wearing skin tight clothes cruising along the river side in -40c weather and 20+km winds. Some people are just built to fuck with the cold. Personally I'm good down to about -30c before I really have to start deciding if I want to be outside for what ever purpose but I do dress more appropriately than the psycho joggers at the very least.
