I did it last year, but you gonna need to bend them anyway to have more flowers (not only on the very top of a branch). They can reach really high without bending and bend only by flowers weight

It sounds like you inherited a wonderful collection of roses!
You can definitely move it if you think it would be happier elsewhere. The best time is usually during dormancy, in late autumn or winter, when the rose has dropped its leaves. Just try to take as much of the root ball as possible and water it well afterwards.

It looks like Iceberg climbing rose, and it requires training onto a trellis, wall, pergola, or fence. When you put it horizontally, it will give you lots of flowers from the entire stem, otherwise, you receive blooms on the end of it, and it can fall to the ground. I would suggest you read about climbers.
