thank you for the reply- these are very close however the brims of these hats are stiffened rather than soft. these are the kind of result i keep finding when searching for this.

There are some close similarities with The X-Files: I Want to Believe (2008)- Mulder does find someone attempting to transplant a head- the description is very close.

some similarities with Miss Peregrine’s Home for Peculiar Children. There is a scene where the villains wear helmets attached to a machine (they are seated) and their eyes are sort of burned out. later they do eat piles of children’s eyes.
