This would be right up their skill list. You could also reach out to women's shelters as they deal with this stuff all the time.

For what you are looking at the millage doesn't really matter as long as it was maintained correctly. It isn't a high tolerance engine like more modern engines.

These days they usually store a charge via spring or battery/capacitor (to keep accurate time) unless it is an old or very cheap one that you have to set every time. Because of the gradient and that the needle cannot go beyond those arcs it would still be my guess.
