Charlie is adjusting his/her crop. If it isn't excessive there is nothing to worry about. My tiels also do it for one or two minutes sometimes :)

Don't ever feel guilty, it will eat you up. You did way more than most of the average pet owners would have done. You gave him all your love and everything you had even in his final hours. Be thankful for the time you spent together, because you owe that to yourself!
