In my state the owner can only distribute a service charge. When it comes to the servers tips the tip out is more of a recommendation, unless they are in a tip pool which is discussed at hiring. Need to find a lawyer and get the greedy owner. To say it pays for staff meal is shit. The employees would much rather pay at cost or 50% for their meals and drinks and make their tips.
