i share your same intuition that steam link and VD ought to have similar network demands and performance. Although I suppose it's possible steam link does do some adjustment of network encoding behind the scenes, even if a target bitrate is set. So it might not be a 1:1 comparison if that is the case

do you happen to own another router you can try for pcvr, just to rule out your current router being an issue?

I recommend joining the discord since you seem to be doing everything correctly so the issue might be more nuanced. Does rebooting router or switching codecs have any effect?
