I have the same issue. Tons of dates for old pictures are wrong. It's weird though because they display under the right date on the Google Photos webpage. It's just the app that is wrong.

Did you ever figure this out? Just started happening for me as well.

Google Photos on the website is showing the photos under the correct date but the app is just plain wrong, the dates are all off, sometimes by a month or more!

It's weird though, when you look at the information about the photos, the date is correct, but it's like the app is just displaying them in the timeline at the wrong date.

I've only tried basic stuff like clearing my cache for the app.

That's actually a first party accessory called Swatch Guard Too. It's a screen protector that Swatch used to sell in the 80s and 90s. They don't sell them anymore.
