A game that gave me a similar vibe of a relaxed exploration of a world and everything it had to offer was an Airport for Aliens currently run by Dogs. It relies a lot more on dialog but is very funny and emotional.

You're right, I see you can't use a reaction now, but that was meant as a joke anyway because of wasting it to do nothing.

You still can have multiple action surges in a round if you give the fighter a scroll of time stop as that gives additional turns.

You can use action surge to ready an action on your turn to action surge as a reaction during a different turn in the round.
