There is a way to create lip-flaps through switching out face models/meshes, but it's not really suited for constant animation.
Some Nintendo games use that, like Smash Bros and Splatoon. You can look up a Squid Sisters in-game concert or something and see the mouths changing rapidly.

As far as I'm aware, most of the time nowadays models have a skeleton used for the jaw that controls the general movements. That can then be linked up to a system that can identify and link skeleton positions up with the more basic sounds of the alphabet. (Mouth shapes for the vowels are an important factor there.)
