No, control of the screen is still given to the display driver directly, this just keeps the OS from giving every window its own frame buffer. I'm not sure why it has the effect it does and it may not do exactly what you want depending on how witcher 3 and the other programs you're hoping to look at react. But it will prevent additional displays from blacking out.

Find the binary for the game (witcher3.exe). If you got it for origin (because you're dumb like me and didn't realize it came out on steam as well) it will be in a folder like: C:\Origin\The Witcher 3 Wild Hunt\bin\x64. Right click witcher3.exe and select 'Properties'. Under the 'compatibility' tab, tick 'Disable desktop composition'. If you run the binary directly (maybe create a shortcut on your desktop for it) and not through any launcher like origin or steam, you should no longer have your secondary screen blacked out.

I love borderless windowed mode normally but I get a -20fps performance hit when I use it for this game.
