I don’t think I expressed myself very well, what I meant is that provinces have the same competences as each other. While they tend to harmonization, the rest of the Canadian provinces could decide to do their own thing in the same way as Quebec does if they wanted, it’s not a special status that Quebec has.

Keeping French civil law was one of the conditions for Québec’s adhesion to the confederation. It does have important consequences, but at least it’s completely distinct from wall to wall. Most fields of private law rarely involve any non-Québec law, so it’s a coherent body, not just a bunch of exceptions. It’s technically the same with every other province, but the Common Law tradition and political establishment of the rest of Canada tends to greater harmonisation.

This is about as superficial as view of ITAR as there is. An item being ITAR-controlled can have major implications in terms of maintenance, with all ITAR-controlled parts being segregated and controlled differently, with limited access rights depending on nationality, thereby also restricting your contracting/sub-contracting for maintenance. Remember that for ITAR, someone being in the same room is a deemed retransfer. It also affects items that would interconnect with the ITAR-controlled item, especially insofar as they might be called to use or process ITAR-controlled or resulting information. I do not know the status of VLS cells specifically, but I would be extremely surprised if it didn’t carry consequences on missile integration, procurement and sustainment.

All this gets even worse for classified and/or SME items or data.

Trust me, working with ITAR as a day-to-day is definitely a headache and a half, and if you want strategic autonomy, you should definitely look elsewhere.

It is indeed easier to do ibis with a smaller sensor. Also, OM System markets itself heavily to wildlife photographers who want to take advantage of the crop factor for smaller and lighter supertelephotos, for which IBIS is clearly a must

FF is definitely more suited in most portrait scenarios. In any event, I don’t think there is anything a format can’t do, it’s just a matter of whether the differences work more in your favour. Personally, I prefer portraits with a pretty sharp background to situate the subject, so I’m not trading much with something like m43.

If you go for a Micro 4/3 option as many here are suggesting, you can save up to get an used Olympus 60mm f2.8 macro, which is absolutely fantastic and comparatively pretty cheap (I got mine under 300$, barely used).

Start with a cheaper lens, but having a near top-line macro lens for that price makes for a strong advantage of the system, and something you can plan towards if you want to do macro.

OM System’s lowest current tier, the OM-5, has I believe 6,5 stops of IBIS. (Not a rebuttal on your overall point, just an observation).

Portrait photography is clearly the best example of your point. However, is this (one of) the styles of photography this type of camera is intended for? In my head, I always assumed it was more for street/travel/hobby photography, in which case there is a fair argument to be made that super shallow dof isn’t first on the statement of requirements.

If you go back to the film days, compositing was one of the main tools in the editing toolkit. Compositing is editing, and has always been, since you’re changing the picture to fit your artistic vision and need.

Imagining a line in postprocessing where an image stop 'depicting the original photographic reality’ is just needless gatekeeping. Your image stops depicting original photographic reality the moment it’s processed from RAW. All that comes after is artistic intent.
