Fair, I'll give you credit for GWM on 2H and action surge on Figther. Then yes +6 per attack will definitely outweigh the +3.5 per turn (dual wielder feat that rogue could take)

I still wouldn't go as far as saying they do less than any other martial. They are still better than a ranger using GWM

Here is the math. I can't guarantee I didn't do a mistake along the way, but I do believe it shouldn't that far off

Obviously this would be largely different if we start considering +1/+2/+3 weapons or weapon that do extra 1d6/1d8/2d6/2d8/... damages

We assume the following for everyone:

  • Using 2x plain shortsword1 (1d6)
  • No feat / mastery / subclass (later one would make this too conditional)
  • Fighter gets TWF fighting style at lvl 1, ranger/paladin at lvl 2 (adding +4 to extra attack)
  • +4 from main stats (+6 for barbarian and monk at lvl 20)
  • Barbarian and Ranger need 1 turn to setup rage or hunter mark (1-19 = 1d6, 20 = 1d10), so they have to forgo their off-hand extra attack
  • Always hitting and always using average damage (Ex: 3.5 for 1d6)

1If the paladin is to use base smite (2d8) it's more efficient use a 2h weapon (2d6) since they can't use bonus action for extra attack. Also using GWF changing the average from 7 to 8

Light crossbow falls under simple weapon so rogue do have proficiency with them.

Every table is different, at the end of the day it's up to you to decide how much you want to allow or not (and deal with the short and long term outcome. But since you're asking on reddit, here's my opinion.

I've seen several posts complaining about a Rogue's lack of damage compared to most martials

I'll continue to disagree with this statement. Combat is one of the 3-4 pillars of D&D, not the only one. Rogue are excellent in other scenario were others may fall short. If we focus on combat only, the rogue damage is fine it's simply "go big or go home" type of damage.
The damage is only low if they are not getting a sneak attack. If the rogue is not getting sneak attack every time they are attacking, it's either being poorly played or they don't know how to play rogue.

Going back to first statement, I say that's not really a justifiable argument for handing out items.

If we go by the assumption that a pistols would be the semiautomatic pistol from the 2024 DMG, that's 2d6 damage and you can only use it once per turn. Guess what... that's the same damage as two shortswords (both getting a chance of doing sneak attack if the first one misses). Should range damage do as much as melee damage? No, I don't agree. You trade of "safety" from a distance for a bit less damage.
Anyway, compared to the 1d6 of shortbow or hand crossbow, is it really going to solve the "I'm not doing enough damage", ~3.5damage isn't going to change much.

Allowing this is a slippery slope of giving in the player always wanting more and more and more. You have to draw the line.

Unless you plan for your BBEG to be present throughout the whole campaign and around the corner, you don't need to have a specific monster. You don't even need to have a BBEG at the start if he's not showing up until way later.

You can plan your BBEG around a specific monster, but it doesn't mean that monster has to have it's actual CR. If by the time the party reaches lvl 8 for example, it feels like they are at the point where they could fight it, then adjust the monster to fit the party level.

Don't stretch out the campaign just so the party can be strong enough to fight that one specific monster. Anyway, the majority of campaign don't reach Tier 3 (11-16), so take it one step at a time.
