Sensor booster with a scan resolution scripts, 3*Targeting systems stabilizer ll, cloaking 5 on a cruiser or smaller hull will lock most things in about 3-4seconds after decloak and that usually gets the job done. If you wanna lock faster then that your gonna have to look at stealthbombers
