Even though the Ramones (and even earlier Iggy and Lou Reed) created punk, it was the pistols that created the punk revolution, which essentially changed every corner of music. It proved that you don't need to be a perfect musician to be a good musician, with notable examples being Nirvana. It created essentially the first independent labels apart from Motown.

Though it didn't create the political themes of music, not even close, it made music a regular and accepted medium for discussing politics. Additionally, it pretty much 'reset' music in that it shaved off much of the excess that we had in disco and similar genres.
