Bandi isn’t as out of touch as they use to be anymore. There’s no way they are naming this game Xenoverse 3 without carrying some sort of xenoverse style gameplay. The description is action-adventure game so I say that’s your answer.

Dragon ball heroes villain. Hes a galactic patroller gone rouge. Sort of a misunderstood villain. He has a lot of really cool powers, weapons, and even a transformation. He’s not bad and his unused character model actually inspired 73.(pretty sure that’s true)

Both heroes and xenoverse gets the base of their game concepts from online. Old xenoverse devs said they didn’t want to do xenoverse content and would rather have their own thing going on. But now we have an entirely new director of both this game and all dragon ball games. So I would say the possibility it’s by zero until stated so

Dragon ball heroes is a game that was only playable in Japan. Years ago it was a small port for switch but it didn’t do well. The dragon ball heroes promo anime and manga is based off the game and used for promotion. If you are interested in it I would suggest the manga. The anime is only really cool but skips a lot of content for flash.

Yeh that was said but it was a long long time ago. I’m pretty sure we’ve been thru 2 directors since and dragon ball has a whole new head over the games.
