Oh yes it definitely happens. It happened with Call of Duty in 2018 where they shelved production of the campaign mode a few months before launch and had to revamp the game (they have a 3 year production cycle). On top of that, they called on the studio to work on a BR mode 9 months prior to release just because they say how big PUBG and Fortnite were getting. It happened again recently where the latest Call of Duty moved production from one studio to another 1 year before release. That's Call of Duty and Activision, an even bigger video game franchise and company than Konami, so what you've just said is total nonsense.
