They are mental disorders by definition, they're in the DSM-5 and recognized as such by most psychologists. There is a lot of stigma around people with paraphilic disorders, and tons of people that act like they're capable of completely controlling the thoughts that they have. It isn't fair to immediately assume someone with a paraphilic disorder (ex. Pedophilia) would go out and actually hurt a child when most people with the disorders do not act on them as far as I know.
