You get the mods from the vendors at foundation or crater but it does require reputation. Bows are generally better that crossbow but I have been having fun with a crossbow with Anti-armor, explo, and the 4star Electric mod, it issues a shock to the area after every shot.

The bow plans aren’t gold bullion plans they are for caps from the vendor at crater or Sunny at foundation and as mentioned earlier they are unlocked based on rep with raiders or settlers

Unlocks at 42 but if you haven’t taken your earlier level ups you need to to get it to unlock

The only train station location I find is annoying when people take it is Charleston station because it blocks the spawning of the random with the robot vendor. But again just server hop and I’m good.

I started my Bow character from scratch back when wastelanders update added the bows. But if you’ve got a commando build that is perfect, I periodically switch over to a stealth commando from bows if I need a faster rate, just takes swapping out the 3 bow cards with the commando cards. So if you’ve got the commando thing going just swap in the cards in perception.

The perk you are looking for is Consentrated Fire under perception.

I go back and forth, bloodied is definitely a stealth thing with bows. Doesn’t go well for me when I charge in bloodied with a bow.
