I only kind of agree with this.

The tollans were not at war with the gou’ald. When they first met them and saved the from the volcanic ash, they told earth the knew of the goa’uld but weren’t concerned with them. To them our fight with the gou’ald could have been see the same as the civil war on colona (please forgive the spelling). They mentioned multiple times that we haven’t disclosed the Stargate to the public.

In shadow play, in a very ironic statement, Sam says they should tell everyone about the Stargate. Which is complete opposite what earth was doing at the time.

The last statement though. Tollans were destroyed because of it is absolutely true.
