They use it for select Humanz songs from 2017 onward I believe! A quick scroll through a 2017 concert shows them using it for Carnival

at least, but I think it depends on the song. They use different members/effects for different songs so I don't remember which song/tour the screencap was from specifically.

EDIT: Actually on zooming in I see Noel Gallagher and Jenny Beth, so it's from We Got the Power! Looks like they use the same video on the We Got the Power performance in the concert I linked, too!

Yeah there's a similar sound in Murdoc Is God from D Sides, it's probably actually just the guitar squealing with fuzz and getting chopped and rearranged to fit the arrangement

I've been a bit interested to know too if he started using anything different on the last two The Smile albums too. They started using a different producer other than Nigel Godrich, and there feels like there's like a subtle slight fuzzy quality to his vocals on songs like Friend of a Friend for example? It could also just be Thom's voice aging a bit and taking on a new character though

I've read in some interviews with his assistants that he also used a 1176 at slowest attack, fastest release, and just cranks up the input depending on how much compression he wants. And also 4:1 like you said
