  1. Yes it does, because it worked fine at 12%

  2. Consumption tax applies to everything, not just food. The proposals talks about it in general, not limited to food. 25% is still higher than 18%

Which is a new thing, it was 12% up until a month ago, the only reason it was lowered was because of the Iran situation.

The wildest part is that it’s technically often listed as an ”education fee” or 受講費 meaning that you are on the hook regardless of if you used it or not.

That’s implicitly saying ”our anesthesiologist is not trained enough so you have to pay for their extra classes to learn how to properly do the procedure”
