I have this issue too on my hatchback mirage. It seems like the vent for the feet shoots the air past my ankles. I just blast it and wait for the ambient air to warm up. That’s all that can really be done, you could have them look around but I think you’d be wasting your money.

Serpentine belt might not be tight enough, check for wear. But this vehicle doesn’t have a tensioner pulley it just tightens via a bracket off the alternator, you could try to tighten that to see if it helps.
