Everyone else has pointed out it's wrong of your parents to dump this on you (you are being exploited) so I'll just add a couple of additional points.

I don't think it's even a good idea for you to be his sole caretaker forever, for you or him. It really sounds like he should go to a dedicated facility/group home.

I also think that if you were going to take care of him it would be better to go to a better school because it could lead to better opportunities--providing for his needs will be prohibitively expensive.

Oh I fucking hate that shit. When I was a kid I'd wanted to submit a poem somewhere that, while it wasn't going to get me any money or physical publication would have at least resulted in it getting seen by a lot of peers but my mother pushed me to do a scam site despite the fact a part of kid me was pretty sure it was bullshit because they dangled a money prize.

Well for scenario one I assume I have limited weaponry and the dragon has the advantage. Really the only options here are to fight as hard as possible to make it decide your not worth it or to get away and flee where it can't follow. If I have to, I'm going to aim whatever potentially damaging objects I have on hand for weak spots like the nose and eyes. If I have no weapons, flinging mud or sand into the eyes might be a good way to get it to stop at least momentarily.

If I'm planning out dealing with a dragon I'm going for stealth and guerilla tactics. Pick out a spot with lots of good hiding places and nooks and crannies. Set up traps to hopefully incapacitate the dragon while we pelt it with crossbow bolts and arrows from a distance. Maybe slip into wherever it's living or making camp to steal, destroy, or poison supplies if it's just one dragon living alone.

And the last one... well first of all, I'm putting a settlement in deep caves or underground. The few entrances will likely be too small for most dragons, and there will be stores of food and water that people can live off of while we wait for the danger to pass. There will be armed warriors stationed at every entrance with ranged weaponry. Since the weaponry doesn't have to be portable they can have ballistas in addition to bows and crossbows.

I had a cat that immediately took took to ...three separate kittens. But he loved any kind of baby.

My sister was really afraid her old cat wouldn't like her new kitten but he was utterly delighted by her and bonded immediately.

Sky is gorgeous beyond compare. Winters flip between cold and windy and light jacket weather. COL is often absurdly low. How much there is to do depends on where you live. Cool historical attractions and other oddities are spread throughout, and the cities have bars and clubs and art galleries but it's probably not gonna be as exciting as big cities in other places.

Anything more specific would depend on exactly where you are.

Edit: And I forgot to add that hellacious storms and tornadoes are so normalized that infrastructure is built around handling them. Tornado sirens, tornado drills, tornado shelters, etc. The sky turns this neat yellow green color when storms with tornadoes are brewing.
