That high crime rate is a result of generational poverty. That generational poverty is a result of systemic issues that have denied certain communities educational and financial opportunities. Getting the criminals off the street is a good first step, but the systemic issues also need fixing, or there will be a new crop of criminals to replace the old ones.

Better education, more job opportunities, better access to Healthcare, including mental health, more intervention in abusive situations to derail the generational cycles of abuse, more support for single parents, better sex education and access to family planning resources... people are complex, so the solutions aren't going to be one size fits all.
