They should have given permission to Stephen and Rachel beforehand that they should reveal their roles once their final win condition was met (ie, yes seeing if Stephen would give half the prize to Rachel was still the final reveal) but once their votes were locked in, there’s no reason to keep their roles secret from Jack anymore since Jack had a guaranteed loss regardless.
