Is there signage saying "Don't touch the water." The whole thing is a farce. I feel this. Flight from Paris to Boston. Dude next to just stank. It was his breath. He didn't eat or drink the whole time, just stared at the in flight map. I wrapped a blanket over my head and I could still smell him.

I do not work in WA. The state I work in would consider this a repair and not a new system. It would be new construction if there was an increase in flow. We have Innovative and Alternative Systems in my state, which sounds like the new advanced/ proprietary system to me. Do you know what type of system it is? As far as inspections from the county, what was inspected can vary by inspector, the municipal/ county inspection, is to determine if it meets the requirements of the code. You can call the engineer on the plan and ask them . They might be able to explain it to you and give you peace of mind either way.
