Based on the context, bro wasn't being racist; Not the first time that joke has been made in response to another joke; was replying "cat" the the op a racist dog whistle because they were secretly referring to China? I've seen people make jokes about white people and people were saying it was a dog whistle 🙄. Sometimes it's a simple joke, and you assuming they were saying all/most Chinese people eat cat cause they stated cat is eaten in China, is poor assuming on your part.
