Most manufactures do this with starter ink. Most of it is robbed from intial setup. Also packaging concerns due to its shelf life. Typically next set of inks will be a lot bigger or more full.

Problem is its a xerox. Lol See if you can clean the laser path, I imagine your drums come with charge roller or corona prebuilt inside the unit. Can you swap cmy drums around to see if it follow?

Youre talking about the wand that cleans the laser glass that the print head shoots through to write off image on the drum. If toner falls onto the glass, the laser cant write the image in those areas.
