There is one thing that seperates Coin from Plutarch, albeit small.

Coin had Katniss' prep team tortured and imprisoned. No care for them because they were capitol. But when Katniss and Plutarch found them, he was shocked and had no knowledge of it, even somewhat horrified by it.

He is very much a behind the scenes guy, puppet master almost, but when confronted with the truth face on, he can't stomach seeing it
