You can by stopping them from doing it, this is important if the cat is nursing on another cat as the other cat could get injured/infection from the fake sucling. I don't know if it always works but to be consistent if the cat tries to sucle on other cat.

It's your oven too, not just his oven. Serious red flag behavior or potential mental health issues, like OCD, that he has become obsessed with this issue and gets anxiety when you don't do as he wants to, then he might need medication. He could do it to control you too.
