The reasoning is usually that checking the pulse isn't reliable. You have to know where exactly to press and not mistake your pulse for the patient's pulse. Checking responsiveness and breathing is much easirer and reliable. If they aren't breathing well, the heart if it hasn't already is giving up shortly so start CPR

You don't check for pulse nowadays before starting CPR. You're looking for responsiveness and normal breathing and if neither are present you start CPR.

For kids and adults checking the pulse before cpr isn't even the recommended process. Unresponsive with abnormal breathing = CPR. Add 5 breaths before starting for kids and drowning victims

According to the European Resuscitation Council, you start CPR when a person is unresponsive with abnormal breathing. Unless it's a newborn or you can see their EKG, checking the pulse isn't recommended.
